On October 10, 2024, State Representative Jared Solomon hosted a workshop aimed at enhancing transparency around the ongoing Castor Avenue Project in Philadelphia. This event was designed to facilitate open communication between community members and PennDOT representatives, allowing residents to share their concerns and gather information about the proposed changes to this historic roadway.
However, some members of the community felt it was designed to divide and conquer opposition to the project.
The Importance of Transparency
The Castor Avenue Project has sparked considerable opposition within the community, particularly around its implications for traffic safety and local businesses. This workshop marks the third in a series of events aimed at engaging residents in the decision-making process. Previous workshops have seen participation grow from 20 attendees to over 100, underscoring the community’s interest in this crucial issue.
During the workshop, attendees had the opportunity to interact with PennDOT representatives at designated tables. This format allowed for real-time discussions, although it notably did not permit individual presentations. As emphasized by Rep. Solomon's staff, the goal was to maintain an interactive environment conducive to collaborative dialogue.

In a recent conversation with Legal-Eagles.org, Representative Solomon addressed various aspects of the Castor Avenue Project, particularly in relation to ongoing concerns raised by community members and business owners about the "Road Diet" which would take away the historic four lanes and make the fourth lane into a bike lane.
Project Goals: The Castor Avenue Project, funded with over $28 million—the largest investment in 60-70 years—aims to enhance safety, improve pedestrian accessibility, and modernize traffic flow. Key features include new bike lanes, improved sidewalks, and upgraded traffic signals. Solomon emphasized that these changes are designed to reduce accidents and enhance the overall safety of the corridor.
Legal-Eagles participated in the workshop speaking to Penn Dot and City staff about the project. Legal Eagles was particularly supportive of the Take Back Your Neighborhood Civic Association led by Robert Rudinsky.
Robert formerly ran for office against State Representative Jared Solomon as well as worked side by side with him in the Civic Association. The community members that legal-Eagles spoke with for the most part voiced no objection to the beautification of Castor ave, agreeing with those parts of the project. However, the "Road Diet" or reduction of four lanes to three and a bike lane was a "deal breaker"
Future Engagement: Solomon expressed a willingness to engage directly with community members, extending an invitation to Rudinsky for a personal meeting. He reiterated the importance of open lines of communication, highlighting that he is committed to addressing community concerns effectively.
Community Feedback and Next Steps
While the workshop provided a platform for dialogue, it also highlighted the importance of community involvement in public projects. Solomon has indicated to Legal-Eagles that he was going to holding a town hall meeting following the workshop, offering a more informal setting for residents to voice their opinions and questions. That of course remains to be seen.
The Castor Avenue Project represents a significant investment in Philadelphia's infrastructure, but it also underscores the need for continuous community engagement. As residents navigate these changes, their voices will be crucial in shaping the future of their neighborhood.
